Notice on submitting the 2020 Faculty and Staff Temporary abroad (territory) plan

According to the Notice of the Ministry of Industry and Information Technology on the Preparation of the 2020 Annual Temporary Travel Abroad (environment) Plan (Foreign Industry Letter [2019] No. 1944), combined with the actual needs of the school to carry out international exchange activities, the application notice of the 2020 temporary travel abroad (environment) plan is as follows:

Comprehensively implement the Guiding Opinions on Strengthening and Improving the Administration of Teaching and Research Personnel Going Abroad Temporarily on Official Business (Department [2016]17), Opinions on Further standardizing the Administration of National Staff at the provincial and Ministerial Level Going Abroad Temporarily on Official Business (CCA [2013] 16), and the Regulations on the Approval and Administration of Going Abroad on Official Business of the Ministry of Industry and Information Technology (Ministry of Industry and Information Technology outside [2]013] No. 342) and other documents,Implement the internationalization tasks determined by the "13th Five-Year Plan" and comprehensive reform of the university,Promote the construction of "double first-class" schools,Expand cross-border cooperation between disciplines and teachers,Enhance the school's international influence and competitiveness。
2. Management requirements for temporary overseas travel (to Hong Kong and Macao) on business
When formulating plans for temporary overseas trips (to Hong Kong and Macao) on business in 2020, each secondary unit shall distinguish between teaching and research personnel going abroad for academic exchange and cooperation and general administrative visits。
Teaching and research personnel refer to the staff of our university who are directly engaged in teaching and scientific research tasks。Academic exchanges and cooperation mainly include: conducting educational and teaching activities, scientific research, academic visits, attending important international academic conferences and performing duties in international academic organizations。 For teaching and research personnel going abroad to carry out academic exchanges and cooperation, the number of overseas grants, the number of groups and the number of days of stay abroad shall be arranged according to actual needs。
General administrative visits other than academic exchanges and cooperation shall be carried out in accordance with the current management policy of State staff going abroad temporarily on business, and limited management shall be implemented。Visiting one country for no more than 5 days, two countries for no more than 8 days, three countries for no more than 10 days (departure and arrival at China's border are counted as the duration of stay abroad), and each visit shall not exceed 3 countries or regions;The number of visiting groups should be limited to 6 people。
3. Plan management requirements for going to Taiwan on official invitation
Delegations to Taiwan must have clear objectives and substantive content。Attending meetings in Taiwan on business should adhere to the principle of less and better, which is conducive to improving teaching and scientific research ability, and should not be invited。Each second-level unit shall, according to the actual situation of its own unit, itemize the plan for going to Taiwan this year。
2. Content submitted
1. General administrative visits or the use of administrative funds by faculty and staff abroad (to Hong Kong and Macao) in 2020。
2. Exchange and participation of staff in Taiwan on business in 2020。
3. The number of groups and persons of each second-level unit going abroad (to Hong Kong and Macao) for academic exchange and cooperation。
3. Time arrangement
The temporary overseas travel group plan for business in 2020 submitted by each second-level unit(Paper version) must be reviewed and signed by the main person in charge of the unit and stamped with the official seal of the unit, and the visit plan of the middle level leaders must also be signed and approved by the school leaders in charge of the unit。Please submit the paper version of the visit plan to International Exchange and Cooperation Office (Room 226, Central Teaching Building), contact persons: Wang Duo and Xu Haitao (4313/2389), and send the electronic version to ygcg@bit before December 6, 2019.edu.cn (File name format "XXX Institute (Department)-2020 Outbound Plan")。
Units that fail to declare within the time limit are deemed to have no plan to go abroad temporarily for business in 2020。
